How does Montgomery Conty Public Schools receive their funds?

MCPS has three major funding sources - state revenue, county revenue amd federal revenue. The revenue amounts for 2013-2014 are:
State Revenue - $47.8 million
County Revenue - $42.0 million
Federal Revenue - $4.0 million
Total - $94.6 million 

This is vastly different from revenue in 2008-2009:
State Revenue - $57.5 million
County Revenue - $35.3 million
Federal Revenue - $4.0 million
Total - $97.3 million 

State revenue continues to decline and County revenue has increased, but has not increased enough to maintain the total budget. 

County revenue is largely received through personal property and real estate taxes.   A one cent increase in the personal property tax rate dedicated to education equates to $700,000.
